Dr Julian Kelman

Dr Kelman is a Fellow of the Royal Australian and New Zealand College of Psychiatrists (RANZCP) and a certified member of the Faculty of Child and Adolescent Psychiatry. He completed specialist training across multiple tertiary centres, including Sydney Children’s Hospital, Prince of Wales Hospital, St Vincent’s Hospital, The Royal Hospital for Women, and The Forensic Hospital. He has also worked as a Staff Specialist within South Eastern Sydney Local Health District. This background provides him with substantial exposure to complex psychiatric presentations across forensic, public, and acute clinical settings.

In addition to private clinical practice, Dr Kelman regularly undertakes independent psychiatric examinations (IMEs) and report writing for legal proceedings. He offers assessments for matters involving workers’ compensation, Comcare, public liability, medical negligence, fitness for duty, capacity and guardianship, historical abuse, and complex causation disputes.

Dr Kelman is an authorised permanent impairment assessor with SIRA and holds certification in AMA4, AMA5, and GEPIC. His reports are structured, methodical, and aligned with jurisdictional requirements, with particular attention to consistency, internal logic, and medico-legal scrutiny. He is accustomed to addressing conflicting accounts, factual investigations, and longitudinal medical records.

Dr Kelman is also actively involved in medical education. He is a Conjoint Lecturer in Psychiatry and Mental Health at the University of New South Wales and has previously held academic appointments at the University of Sydney and the University of Newcastle. He has contributed to peer-reviewed medical research and served on hospital governance, training, and safety committees, further reinforcing a disciplined and standards-based approach to assessment.

Dr Azita Moradi

Dr Azita Moradi

After graduating medicine from Monash University in Victoria, Dr Moradi completed advanced training in psychiatry and gained recognition as a Fellow of the Royal Australian and New Zealand College of Psychiatrists. She further completed a postgraduate Masters of Psychological Medicine. Dr Moradi completed most of her psychiatry training at the Alfred Hospital and then went onto practice in both public and private facilities as a Consultant Psychiatrist in Victoria. She has worked for many years in private practice and as an Adjunct Senior Lecturer at Monash University, Faculty of Medicine, Nursing, and Health Sciences. With particular interest in areas of interpersonal dynamics, resilience, personal mastery, and flourishing in the case of adversity and challenge, Dr Moradi also established a mental health, wellness and resilience training organisation called Freed, which provides training and programs to public and private organisations aimed at improving mental health in the workplace.

In addition to her experience as a Psychiatrist, Psychotherapist and Lecturer, Dr Moradi is an accomplished keynote speaker and group facilitator. She is a committed educator and clinician with many years of extensive experience both in public and private sectors as well as an independent medical examiner.

Dr Eftekar holds accreditations in several key areas, including the American Medical Association Guides to the Evaluation of Permanent Impairment, 5th Ed., the Comcare Guide to the Assessment of Degree of Permanent Impairment, and the Psychiatric Impairment Rating Scale. They are also certified as a Workers Compensation NSW Permanent Impairment Assessor and a Guidelines to the Evaluation of Permanent Impairment Trained Assessor. Dr Eftekar earned their Doctor of Medicine from the Iran Medical Council and holds fellowships with the Royal Australasian College of General Physicians and the Royal Australian and New Zealand College of Psychiatrists.
